Rawl bolts expand as they are tightened and can therefore crack and fracture the breeze blocks.
I did a similar thing for my grandmother a while back and i chose to put window fitters silicone sealant all around the back of the safe before fixing it in place.
2 years later she kicked the bucket and it took another of my relations 3 hours to remove it. They had to take a section of the wall away with it as the silicone would not let go.
I strongly recommend this method,. (especially if you have family he he).

Most safes give you alternative fixing points – I used both the ones in the back and the base – this makes it fairly impossible to put any direct pull in either direction. I would use very long screws and plastic rawlpugs in your situation – the expanding bolts as you have found tend to crush the cement. If you can get to the other side of the block you could use long bolts, with the heads buried in the plaster on the other side, but this will only work on internal walls.

the reply with hkds from hitli would work best apart from it being a block wall they arnt great for that use. a chemical fixing would be the best drill the hole extract dust put in the 2 part mixture and place the fixing in it. these are extreamly power full fixings and can be used near the edge of blocks or in light breeze as they use no expanding preasure to secure them selves. hope this helps. any hardware shop you can get these fixings screwfix do them not cheapest things but whats in yours safe would be worth it???
